KuhnÕs term as commissioner witnessed the rise of free agency, and expansion in the 1970s and 1980s, which he helped to engineer.  Warren served as chief during famous battles for civil rights, including the landmark Brown v. Board of Education (1954) decision.  He also chaired the commission that investigated the assassination of President John F. Kennedy.  Warren is famously known by his enemies and friends as helping to expand the role of the courts in American life.</answer>
