	<answer label="Lee MacPhail">Exec, b. 1917.  Famous first overrulings unite these two players.  Blair's most significant moment came in Hayburn's Case (1792), when he and his circuit-mates became the first federal judges to hold an act of Congress unconstitutional.  In 1983 after the George Brett "Pine Tar Incident," MacPhail became the first league president to overrule a field umpire's decision.  Home-plate ump Tim McClelland had nullified a Brett homer due to illegal use of pine tar on the bat.  The Royals appealed, and MacPhail reversed the call.  The game resumed at that point almost a month later, with the Royals winning 5-4.</answer>
