[p]In private practice since February 2000, Ms. Gallo has represented property owners, developers and others with local government issues on a wide variety of matters as well as representing municipalities. In addition to her knowledge of land use, environmental and redevelopment law, Ms. Gallo bases her advice to clients on a keen understanding of local government and the political environment. She is an excellent facilitator and negotiator. She prides herself on her ability to find creative solutions.[/p][p]As City Attorney for the City of San Jose from August 1985 to January 2000, Joan served as the chief legal advisor to the City Council, its Boards and Commissions and all City departments. In addition, from March 1988 to January 2000, Ms. Gallo was General Counsel to the City of San Jose's Redevelopment Agency providing legal support for the redevelopment projects in San Jose. Previously, as Senior Deputy City Attorney, Ms. Gallo served as Legal Advisor to the Planning Commission and Planning Department and as Chief Deputy and Chief Assistant City Attorney had office-wide management and supervisory responsibilities.[/p][p]Ms. Gallo has broad experience in drafting legal documents and has provided advice in many areas of public law, finance, constitutional law, real property and contract. She is known among her peers as an expert in the areas of land use and development and has been recognized as Lawyer of the Year, California Lawyer, 1997 and Recipient of the 1999 Edwin J. Owens Lawyer of the Year Award from Santa Clara University.[/p][p]Ms. Gallo received her Bachelor of Arts degree in psychology from Boston University in 1966 and did graduate work in Psychology at Western Maryland College. She was awarded her J.D. from Santa Clara University School of Law, magna cum laude in 1975.[/p]
