Overview
Mr. Cochran is an Assistant Federal Public Defender for the Middle District of North Carolina in Greensboro. He received his B.A. degree in 1984 from the University of Colorado and his J.D. degree in 1986 from the University of North Carolina. While in law school, he served as Research Editor for the North Carolina Journal of International Law and Commercial Regulation. For the first four years of his legal career, Mr. Cochran served as associate attorney with the firm of Brown & Bunch of Raleigh, North Carolina, litigating secured transactions and business claims. In 1991, he became an Assistant Federal Public Defender for the Eastern District of North Carolina in Raleigh. Upon Congress’ creation of the Federal Public Defender’s office in North Carolina’s Middle District, Mr. Cochran transferred there and became one of its founding members.
Mr. Cochran has represented clients from the trial level through to the United States Supreme Court, most recently in the case of Rita v. United States. He has testified before the House Committee on the Judiciary, has spoken nationwide on criminal defense topics, has taught as an Adjunct Instructor of Law at the University of North Carolina School of Law, and has served as a Preceptor for first year law students at the Elon University School of Law. He is admitted to practice in North Carolina, the District of Columbia, the three United States District Courts in North Carolina, the United States Court of Appeals for the Fourth Circuit, and the United States Supreme Court.
