Biography: 

JACQUELINE G. COOPER is a partner in the firm's Washington, D.C., office and a member of the firm's Appellate Practice group. Ms. Cooper practices primarily in civil, constitutional, and regulatory litigation, with an emphasis on constitutional, administrative, and telecommunications law. She handles litigation at all levels of state and federal court systems, including the appellate courts and the United States Supreme Court. Ms. Cooper served as law clerk to Associate Justice Anthony M. Kennedy of the U.S. Supreme Court from 1991 until 1992 and she served as law clerk to the Honorable Alex Kozinski of the U.S. Court of Appeals, Ninth Circuit from 1990 until 1991.
